Ogero is the appointed Secretariat of the Lebanon Internet Governance Forum, IGFLEBANON.

The Secretariat will actively engage all Internet stakeholders, and will work with all in order to ensure the widest participation from Government, Private Sector, and Civil Society.

The LMAG is the Multistakeholder Advisory Group. This group comprises 23 seats divided into 5 categories: Government, Academia, IGOs, Civil Society, and Private Sector.

Roula Mikhael is the Executive Director of Maharat Foundation and a journalist. Maharat Foundation is a Media Development organization working in Lebanon and the Mena region. Mikhael has Master degrees in journalism and communication from Paris II University and the Lebanese University. She has a 17 years experience of journalism in An- Nahar newspaper. Under her leadership, Maharat launched a News website Maharat-news , serving as a model of non-partisan journalism, in addition to a regional initiative, Digital Media Viability Lab aiming at supporting independent digital media platforms in the region.

Yvonne Sleiman Ministry of Telecom

Secretary General

Zeina is the Head of International Cooperation at OGERO Telecom. Her main duties include Coordination with the GSMA, ETSI, ESCWA, EC and other International organizations.
She has 22 years of experience in Marcom, Regulatory Affairs, and International Cooperation.
With the aim to position Lebanon on the global stages, she is member of many WG within the Arab League and the organizer of the Lebanese national pavilions at MWC.
On Internet Governance, Zeina was appointed for 3 years, by the UN General Secretary, as MAG (Multistakeholder Advisory Group) member. She’s the organizer of the Lebanese Open Forums at IGF Geneva 2017 and IGF Berlin 2019 and Member of the Arab MAG and of the Technical Cooperation Working Group, nominated by the League of Arab States and ESCWA, to work on the enhancement of the Arab Internet Governance forum where she was leading the Arab team working on the reorganization of the Arab IGF. Currently, Zeina is heading the General Secretary of the Lebanese IGF.
She is also member of the National committee for Children Online Safety and E-waste statistics.

President of the first instance monetarist, commercial and civil status chamber in the north of Lebanon.
She was the ministry of justice focal point for justice for children and worked with UNICEF to elaborate the Lebanese workplan for children signed in 2017.
Judge Helweh did a training in cyber security studies at the marshall center in Garmisch-partenkirchen , Germany in 2014 and 2015 and participated in many conferences concerning this subject especially with UNODC and was a speaker in Octopus Conference 2018 in Strasbourg on a panel about capacity building in cybercrime.
She holds a master degree in criminal law from the Lebanese university and wrote her essay about cyber criminality.
She is the ministry of justice focal point in cybersecurity .Therefore she in a member of the parliamentary sub-committee that discusses project law n 9341/2012 related to e-transactions, cybercrime and personal data protection ,a member of the governmental anti money laundering committee ,a member in the Lebanese IGF committee and the Lebanese point of contact for cybersouth project funded by EU and the council of Europe.

She also participated in the parliamentary committee of defense that elaborated the new civil law project n 2478/2009 concerning succession.
She is a member of the Lebanese food safety committee, and of the committee assigned for the elaboration of the one-stop-shop project related to the commercial register under the patronage of the Lebanese government.

She has over 38 years of Information and Communication Technology experience including 22 years of management, coordination, communication and advisory services for both the public and private sectors.
Tania holds a Master Degree in Business Administration and an Honors degree in Computer Science from the University of Essex in England. She is a Certified Information Security Auditor, Certified Prince II, Certified COBIT, and is an active member of the Project Management Institute (PMI). Moreover, she is on the board of several NGOs.

Over a period spanning 30 years, Dr. Fawzi Baroud has been engaged in promoting technology as a pedagogical tool tied to meeting educational objectives and assessment of learning outcomes in higher education. Specialized in eLearning, systems management, mathematics and electrical engineering, he combines numerous areas of academic expertise for advancing the use of technology in different curricular content areas.
As the Assistant Vice President for Information Technology at Notre Dame University – Louaize (NDU) in Lebanon, Dr. Baroud leads in the campus-wide planning and implementation of information technologies that support teaching and learning, including training faculty members to integrate educational technology in their teaching.
Dr. Baroud has published several studies on eLearning and Information and Communication Technologies (ICT) use in education, participated in national and international conferences, coauthored the informatics national curriculum for Lebanon, and offered consultancy to academic institutions. His research centers on the use, integration and evaluation of ICT, Open Educational Resources (OER), Open Access, Open Data and eLearning implementation in higher educational contexts.

Dr. Yousif Asfour is an experienced CIO and technology executive with more than 30 years of experience in the US and Middle East. Dr. Asfour has successfully helped several organizations in the higher education, government, transportation, technology and finance sectors build and sustain their competitive advantage by leading high performing IT teams through the design, implementation, deployment and operations of innovative products, services, applications & infrastructure.
Dr. Asfour is based in Beirut, Lebanon where he is currently serving as the Chief Information Officer at the American University of Beirut where he is leading the digital transformation of the information technology department into a strategic partner with the academic units.
Dr. Asfour played a key leadership role in establishing TechCARE, the Lebanese National Research and Education Network (NREN), and is currently the president of the CIO Lebanon Association.
Prior to AUB, Dr. Asfour served as the founding Chief Information Officer for New York University Abu Dhabi and then as Associate Vice President, Global Technology Services for New York University where he led the design of the new campus, and the design, implementation and operations of IT services across three different locations.
Dr. Asfour has also served as chairman of the IT department at the American University in Dubai where he led revamping the curriculum and getting it accredited by SACS and the UAE Ministry of Higher Education, and as Director of the Injazat Institute, where he founded an executive leadership consulting and development subsidiary of Injazat Data Systems.
Dr. Asfour has also held several executive leadership positions with a number of US-based technology companies, including Chief Technology Officer and Vice President of Engineering at Inflow - a managed services start up; Vice President of Engineering at dbDoctor - a software development company, and several consulting and engineering positions at Symmetrix, Sapient and Digital Equipment Corporation.
Dr. Asfour received a B.S. and M.S. in electrical engineering from Northeastern University and a Ph.D. in cognitive and neural systems from Boston University. In addition to several publications in professional journals, Dr. Asfour also holds a patent related to fast data transfer for multi-processor systems.

Samer Lahoud is an Associate Professor at the Saint-Joseph University of Beirut where he lectures computer networking courses at the Faculty of engineering ESIB.
For over 15 years, Mr. Lahoud has been focusing on optimizing communication networks in his research works. He is the author of many research papers published in international journals and conference proceedings. Mr. Lahoud received the Ph.D. degree in communication networks from Telecom Bretagne, Rennes, in 2006. After his Ph.D. degree, he spent one year at Alcatel-Lucent Bell Labs Europe. From 2007 to 2016, he was with the University of Rennes 1 and with IRISA Labs Rennes as an Associate Professor.

Mr. George Awad brings in an extensive experience in the field of Information and communication technology, media development at both private and public level sectors. His experience spread over the past 23 years following his graduate studies in Computer Science, applied Mathematics and communication at Sydney university – Australia.
As the Communication and Information Programme Officer at UNESCO Regional office in Beirut, Mr. Awad planned, implemented and evaluated many projects related to ICT in education, online platforms, FOSS, e-learning, media development in Lebanon, Syria and Iraq.
His long practical experience has contributed to his involvement in strategic planning and assessment of national, regional and international projects dealing with various donors. Mr. Awad has also extensive experience in the implementation of projects related to Internet technologies, call centers, prepaid calling cards system, telecommunication and training development in Lebanon as well as Africa. He took the leading role towards the implementation of five Internet service providers in central and west Africa.

She is currently Programme Management Officer in the Information and Communication Technology Policies Section at ESCWA Division, where she is supervising and undertaking analytical research and carrying out analytical studies in the areas of ICT for development, Internet governance, Digital Economy, Smart societies and governments and other subjects related to emergent technologies and particularly their contribution to building a knowledge-based economy In the Arab region. She also contributes substantively to the organization of ESCWA meetings and regional conferences on ICT strategies and policies for sustainable development. Since 2013, Dr. Barbar has been appointed to lead the ESCWA Academy of ICT essentials for Government Leaders in the Arab Region. She has also contributed to the launch of the Arab Internet Governance Forum in 2012, and served as Vice-Chair of the Organizational Committee and the Chief Operating Officer of the Forum in 2014 and is currently coordinating the activities of the Internet Governance Team at ESCWA.
Previously she worked as advisor to the minister and expert in the Ministry of Social Affairs, where she launched a comprehensive program for business process re-engineering and automation, and she was in charge of developing and implementing an ICT master plan that included automation projects for a number of administrative and social departments. She has also lectured at the Lebanese University for more than 10 years and holds a PhD in Computer Science from the University of Paris -8 and a master’s degree in Business Administration. She has several articles and scientific research published in international journals in the fields of information technology.

Salam Yamout is an independent consultant specializing in digital transformations and their impact on business, governments, and society at large. Before that, she headed the Middle East Regional Bureau of the Internet Society for three years and was the National ICT Strategy Coordinator at the Office of the Prime Minister of Lebanon for six years. She worked with industry leaders such as Cisco Systems, and International organisations such as the European Union and UNDP.
Ms. Yamout serves on the board of various organizations including RIPE NCC (the Internet Registry for Europe, the Middle East and parts of Central Asia).

Recognized as a development specialist in his field, Hassan Dhaini counts over 24 years of diverse and challenging experiences in telecommunication.

Currently the Chief Information and Security Officer at touch, Dhaini’s career took a leap forward when he joined Liban Cell in 1995 as Head of Transmission Department. He was responsible for all unit functions, team management, improving radio network qualities, and executing the 2.5G mobile network in Lebanon, Liberia, Sierra Leone, Gabon, Yemen, among other markets. Dhaini also devised and implemented transmission network plans that enhanced coverage in both rural and international areas.

Dhaini has also worked for Motorola, Nokia, Ericsson, Huawei, and for Siemens in Lebanon, the US, Switzerland, the UK, Finland, Spain, the UAE, Romania, and China.

Throughout his career, Dhaini has enjoyed several strategic management and leadership roles. He has been instrumental in creating strong collaborations amongst cross-functional and multi-cultural teams whilst facilitating solutions between businesses.
